Small-Scale Multi-Unit Housing

On November 27, 2025, the Province passed Bill 25 (Housing and Municipal Affairs Statutes Amendment Act, 2025), which amended requirements for local governments regarding the implementation of Small-Scale Multi-Unit Housing (SSMUH). Bill 25 requires the District to enable multi-unit housing (typically either four or six units per lot) in zones that have historically been restricted to single-family dwellings, secondary suites, and coach houses. The Provincial deadline to comply and update our bylaws is June 30, 2026.

At the March 30, 2026, Regular Council Meeting, staff presented a Working Approach to compliance with SSMUH (Bill 25) legislation. At this meeting, Council received the report for information but did not direct staff to proceed with Zoning Bylaw amendments to comply with SSMUH requirements.

On June 18, 2026, the Minister of Housing issued the District a letter stating compliance is a “legislated requirement” and affirming the Province has the authority to issue a zoning “override” in the event of non-compliance. At the June 23, 2026, Special Council Meeting, Council directed staff to prepare Zoning Bylaw amendments to comply with SSMUH requirements, consistent with the Working Approach as presented to Council on March 30, 2026.

At the July 20, 2026, Regular Council Meeting, staff brought forward these proposed Zoning Bylaw amendments (see staff report and presentation). At this meeting, Council set the date for consideration of first, second, and third readings of proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 5446, 2026, to September 21, 2026, at 6 p.m. in the Municipal Hall Council Chamber. A public hearing on the proposed amendment bylaw is prohibited under the Local Government Act.
